CMU MSCF About the GRE requirement

Hi, I am currently a Ph.D. student, and I will obtain my Ph.D. next spring. I am thinking about applying to Carnegie Mellon's Master in Computational Finance, and I only have GRE test back in 2003. Carnegie Mellon's webpage says they will NOT accept requests for waivers if the PhD is in progress and has not been conferred. This doesn't make much sense. I called them and they still stated this criterion. I wonder if there is any current Carnegie Mellon student here who had a similar issue as I am encountering here? Are they really series about this, or my application will still be reviewed? Thanks!
