Applying for UCB : 2nd or 3rd round?

Hello,

I'm a student who graduated in Feb. I've applied to Prin/Baruch/Columbia/CMU, but was rejected from all.

(But I did get to the second interview with Baruch) So I'm applying to UCB, which I believe is one of the best programs I can get to, and already have two letter(s) of recommendation submitted by professors.

The problem is, I don't know if I should apply in the coming round (2nd) or the next round (3rd) due to some reasons:

Here is my profile:

International Student (S.Korea)
Undergrad from the top university in South Korea, Major in business and minor in math (3.72/4.3)
Have taken PDE, ODE, Financial Mathematics, and various finance classes, which are all at least A- (most are A0)
TOEFL 114, GRE 161/170/4.0, CFA Lv 1
Participated as a team leader and vice president in a university F.E study club (for a year)
Undergrad thesis on hedging behaviors of Korean firms (on Equity-linked security with discontinuous payoff structure), includes use of C++ to implement FDM
2 years serving in the Korean Army, including a 7-month period of serving in overseas unit as a translator

Edited : I am working in as a trainee in Societe General now (but finance department..:() and would probably get quantnet C++ cert in May or June

What I lacked was working/higher level research experience, C++ certificate or course grade (I learned C++ by myself..), numerical analysis / mathematical statistics courses.
(Not having taken any mathematical statistics hurt me a lot in the Baruch interview. I knew the definitions and stuff but was not good at 'toying' with them)

Recently, I've got an internship at Societe Generale, Finance department, and begun taking the C++ online course on Quantnet.

So by the end of this month, (deadline for the 2nd round app) I will have short working exp, and an education on-going...

But by the deadline for the 3rd round app, (June 18) I believe I will have one or two working exp (if I get a better position), and a C++ certificate.

However, I think (and saw some opinions on this sight) I might have a lower chance of getting an admission if I apply to a later round...

So if anyone has opinion on my situation and whether to apply for the second or the third round (or, in the worse case, not to apply at all since my qualifications are too low), please let me know.

Also, is it a good idea to take the online course on Statistics from Berkeley? I don't really see much reviews on that program. Or is it just better to study mathematical stats by myself?
