Yes, which is why stats that simply list the number of students is much more preferable.

A percentage is meaningless if we don't know what the denominator is. Total number of students? Employment seeking students? Students that responded to a survey?

They are using 6 months after graduation which helps everyone get close to 100%.
On contrary, we use only 3 months after graduation in our ranking methodology.
