About 4.15 Resolution - Rutgers and Columbia

Hi everyone, I'm admitted by the Mathematical Finance program at Rutgers and still waiting for the Mathematics of Finance program at Columbia.

I've submitted my deposit and accepted the offer of Rutgers. Yet I still prefer Columbia if I can get it.

Has anyone here heard about the 4.15 Resolution? It seems that if I accept an offer and wish to decline it finally, I have to do that before 4.15. Is it also true for graduate programs without scholarships, like admission from Rutgers?

Do you guys think that would cause any negative results?

My concern is that Columbia may release the decision after 4.15, which makes this 4.15 issue somewhat important.
 
Accepted offer but not going. That is not right.

Yes I know. Yet the Columbia's decision comes so late that I have to accept an offer before that. Otherwise I would be naked long on it, which is too risky I think~ As for 4.15, do you think it's an issue?
