question about rounds (ucla and ucb specifically) : apply for 2 or 3?

I'm trying to decide should i apply for round 2 due march 31 or for round 3? i'm worried that a lot of the round 2 spots are filled up because march is almost over. but are there even less spots for round 3? thank you
