I unfortunately got a B+ in cal 3 in my first semester of my freshmen year. Is it necessary that I retake the course?

Most MFE programs don't require anything more than Calc 2. Still, it is on your transcript...

But I got my cal1 and cal2 by AP credit in high school...and I saw CMU require student to have multivariate calculus skills....

I say don't waste your time. If you want to prove yourself focus and take something harder. By pulling off As in upper level classes that uses similar ideas (Multivariate Optimization, Real Analysis, PDEs,...), you will have proved that you in fact do know the basics and have taken them a step further.
