Financial Aid for International Students

Hello,
Can you please guide me through the procedure to apply for Grants and Scholarships in colleges. As many colleges requires a different application for Grants and many don't.
Also, there are very selected colleges which are giving Merit based grants to international students. Can you please guide me through?

8) Rutgers

10) IIT- Chicago
