How do one measure programming proficiency?

Hello everyone,
I recently came across a certificate in Hackerrank that certifies programming proficiency. (HackerRank).
I have to ask myself, is this legit or can I watch some tutorials, do some projects and list intermediate in Python or C++ on my resume? Thank you for taking the time to reply to this thread.
 
You learn programming by programming.

For C++ the Quantnet is the most mature and thorough.

Write a robust and maintainable program.
