Quant without phd

I have a family member who has extensive experience as an engineer.
Their day to day role includes extensive programming in all the main languages and they extensively develop algorithms. They also do a lot of other stuff which is similar to what quants do on a day to day basis.
The only thing is they do not have a masters or a phd.

Is it possible to become a quant without a masters or phd even if you fulfil all the other requirements?
 
I think major requirement those days is a degree/advanced degree. It is the case with every single institution, and remember that the world (developed) is over supplied with educated people (also having good quant skills).

Yes it is possible, but it is extensively more difficult.

Degrees are typically used as filters, so without one you need the skills and a solid network.

I assumed that since he's asking the question, it is unlikely that he has a "solid" connection/network. But you made a good point, if my assumption is invalid (and I doubt it is), then network+skill is all he needs.
