Has anyone taken the "UCLA Pre-MFE C++" Course? Is it comparable to the one offered by QuantNet?

Yes I believe that is the one.

Difficult -in one sense- to say how it compares (contents are just a list of topics (STL etc.)) and in total 29 hours.

First impression is QN is more extensive and mature, I would safely say.

QN has a detailed WYSIWYG TOC.
