Any thoughts on growth of electronic trading in emerging markets?

I was wondering if anyone here had any insights or experience on the growth of quantitative trading in emerging markets in Africa like Johannesburg, Cairo-Alexandra, Casablanca and Lagos.

Most of these exchanges just made the transition to electronic around the turn of the millennium..
 
I've recently read somewhere (probably wsj) quant trading is starting to take off in
Brazil. I haven't seen anything about African countries.
 
I've been under the impression that Africa has been quite dormant for some time. Few days ago, I met with people from GETCO who are emphasizing growth in Asia -- they've been very aggressively hiring for their Singapore office.
