I am considering to apply to Erasmus University in Rotterdam, Netherlands for their Econometrics/Economics bachelor program:

Since their curriculum is not very focused on programming, I am looking to augment it with computer science/programming courses in R, Python, Java/C++ etc.

After completing the bachelor degree, I am planning to apply to Master in Financial Engineering to become a quant developer/trader.

What are your thoughts regarding Erasmus bachelor's curriculum? Is it a good start towards a quant developer/trader career?

Definitely work on your R and Python skills. Also, don't forget, presentation skills are important too. Don't neglect learning about the graphics capabilities of packages for R, for instance.
