PhD in Computer Science or Industrial Operations?

It seems a lot of schools have their financial engineering professors in the industrial operations school, but my interests lie more in machine learning with applications in finance. Should I be applying to the computer science or the industrial operations school?

Is there a lot of crossover when doing your PhD? Maybe someone can give a description of what it was like getting your PhD in either school?

I don't exactly want to do a degree in Mathematical Finance because I don't want to restrict myself to finance just yet. That's why the machine learning degree is more attractive to me.

have you tried looking up school which offer research in machine learning? I've read that machine learning is more computer science than anything else though.
