I came across something known as Pre-Apps wherein prospective intl students are encouraged to send in their basic profile details to the Admission Committees.
Is this a viable method to get in touch with the programs?

But this feature is not available with most programs - so is the alternative path to write an email to the program committees with details about your profile, experience and so on?
