I am looking at Oxford's MFE( master in financial economics, not engineering) and it looks appealing, but seems to be majorly based on finance papers, with only a little maths or programming.

I'm not sure I fully understand your question: are you trying to determine which of the two programs at Oxford would be more conducive to a career as quant?

The difference between Financial Economics and Financial Engineering isn't exactly a subtle one. Financial Economics is necessarily a theoretical field. As the name suggests, Financial Economics is study of the economics underlying the financial markets.

For example, instead of studying the option pricing methods, in Financial Economics, you would study the origin of option markets via the Edgeworth-Bowley box with Walrasian auctions leading up contingent claims and the need for Arrow-Debreu securities.
