Should I go for early or late submission?

Hi everyone, I am an applicant currently attending UCLA. I just got a waitlist to MSCF.
There are several things I can do now: to ask one different professor to write, to write a short-PS about my academic background (since the two essays mainly focused on professional development), and to provide a new transcript.

Also, the deadline for supplemental material is April 15th, by which I will have the grades for the winter quarter available (UCLA employs a quarterly system). But I also want to submit early, so I might be considered when spots are available.

Are these material potentially helpful toward an admission to the program? If so, should I send ASAP for priority or later for quality?

Your thoughts and advice are highly appreciated.
