I have read that Econometrics somehow relate to Financial Engineering.
How?

Actually, what is the difference between Financial Engineering and Quantitative Finance?
 
Econometrics is an umbrella term for anything to with both estimation and economics (incl. finance). Quantitative finance is under that unbrella, but so is survey analysis so it really doesn't say much.

On your second question, they're one and the same.
