I'm so mad right now... wasn't granted permission to take the GRE

I had my first appointment on Aug 25th. My alarm didnt set off and I missed it.
I made another appointment for today, I got there 2 hours before my appointment, I was so ready to take it. But, since I'm not a US citizen and my passport expired (have a valid NYS ID), they didn't let me take it!!
I thought presenting a valid NYS ID would work, apparently it didn't.

I lost $320 without even taking the exam once
