yes, it's supposed to be "Complete". For me, there was some delay after the application deadline when Cornell hadn't received my test scores, but as soon as the scores are “received”, the status is marked as complete. Perhaps check if something is missing? Thanks for the info! May I know which email address you were using to contact them? I have been sending emails to the orie one but they seem not respond at allyes, it's supposed to be "Complete". my one has toefl actuallyIs it only me or my portal just shows the recommendation letters as complete, and nothing else is shown? I don’t have to take Toefl and GRE is exempted for all.

This is the one I contacted, orie@cornell.edu. I contacted them once regarding the video interview and another time regarding TOEFL, both received replies within 2-3 business days. But I'm not sure at this stage whether they would be equally responsive. Anyways, I hope all the best with your application!Thanks for the info! I believe more offers will come as the program states somewhere in a doc that decisions will be sent out by the end of March, so there's still a chance. I didn't expect to receive my decision that early because my TOEFL waiver was rejected so my checklist was completed 20 days after the deadline. BTW I got the same email as well but don't think it indicates anything.
Also, out of curiosity, did u apply to the Knight Scholarship offered by Cornell Engineering? I wrote an extra essay to apply and I am suspecting that the scholarship review could delay their decisions. But I'm not sure
